Its called Advanced Scripting in Flash and it has nothing to do with photoshop.

are they any tutorials for the effects on his photos?

all of his pictures use the same effect, just seeing if anyone knows what the effect is or if someone knows of a tutorial similar to his pictures?

Have you looked into HDR? (High Dynamic Range). There is a plugin for PS called LucisArt that can give this effect but you can also achieve something similar using the dodge and burn brushes.
