Flash reflection in background/foreground

Someone shot this photo with a flash but, unfortunately, the background was reflective and it shot the light through the crowd and onto the face of the person who wants the photo. Any ideas on how to make this better?

I've tried to clone over it and add hair to the woman in the foreground but it all looks wrong. If you know of a tutorial or have a set of step-by-step directions, I would appreciate it.

I gave it a quick try by painting over the light on a separate layer. Then cloned the hair carefully with a soft brush set at low opacity so I could build it up gradually (again on it's own layer). I also darkened and changed the color/hue on her face slightly.
