When you import to Quirk (intended sp), is your output set to 300dpi?
When you export as a pdf, are you exporting "screen resolution" or "high end print resolution"?

Somewhere along the line, one of these programs is adjusting down your resolution; and it may even be your printer. Are your printer definition specs set at 300 (pretty low for an ink jet printer)? Set it to 720 or 1440 and see what kind of results you get.

Another thing you can try is using the "Unsharpen Mask" filter in Photoshop. I used to have horrible polaroids that were gathered from the sales field at events. They turned out sharp and crisp by using unsharp. mask. settings of AMT 200, RAD 1.3, and THRSH 4 with prior adjustment of LEVELS. You'll have to find your own magic formula, though.
