Default how do you make a 3D-looking photo from a 2D photo?

Does anyone know how to make a photo look 3D? ie make a person look like they are separated from the background. Or do you know if there are any tutorials out there about how to do so? I'm not looking for the 3D movie effect where you have to wear glasses. I want something like this:
