Default Help Merge two photos

MCH from Champlin, MN USA, using Photoshop CS with XP, writes in with:

I am creating a cover for a magazine. I have a background layer and a photo image that I would like to place on the background layer. Unfortunately, when I open the photo (jpeg), it shows up in a separate window. Is there any way that I can merge the two so the photo shows up atop the background layer of the other window?

Opening an image will always open it in a new window. What you can do is click and hold your photo with the MOVE tool and drag it from its window over and on top of your background image document. It will put onto a new layer above your background image.

OR with your background image document open PLACE (File drop down menu) the new image on top of it.
