Default bling efect help

Hello:
I have CS3 , new using photoshop, but I want to know how to add a little bit or bling or glamour in a photo,(not in a text or drawing) like for example in an earring or a pendant.Thanx in advanced.
Something like this but in a pic:

Create a star shape with the shape tool and save it as a path. Activate the path and make it selection with a little feathering. Back in the layers palette, make a new layer and fill the selection with white. You can adjust the opacity and blending to your liking, and even add more blur if you like.

You can also create a new brush with the star shape, and then selectively apply it. See Photoshop Help for exact instructions.

This is a pretty "down and dirty" solution, but it will give you an idea of how to do it.

There may be something for creating brushes, but looking at the sample you show this looks like an isolated selection and not a brush. You can create the shape and then duplicate it and alter it a little just to get some variety, but I think you want to keep the "bling" minimal or it just overwhelms the image.
