Default Create a desktop icon with hyperlink

I created an icon from a clip art graphic, put a url address in it, but when I double click it on the desktop, it only goes to its desktop location, and not to the url I put in it. Anyone know how to make it go to the url you put into the graphic?

I just did it, created a new shortcut on the desktop, copy and pasted the url in the location box and it works. from there you should be able to change the icon of the shortcut.
