Default Help finding a filter?

I have photoshop 4.0. I'm trying to recreate this "dot" effect and apply it to my own text, but I don't know which filter to use or if a filter would even be the correct way to go about it. I tried asking on another message board, but I'm a beginner and no one was able to give me step by step instructions. Any help would be greatly appreciated.

Not sure if this will work in Photoshop 4 but here is a halftone effect tutorial.
