Default Dark photos with potential

I have a series of pictures that look like the one attached.

I think that there is potential for these shots to look really good, but right now they seem to dark.

Does anyone have any suggestions as to what I can do to improve the pictures?

I just gave >Image>Adjustments>Levels
a try and it worked really well try that

Doing an overall adjustment on levels is good, but to make the kid pop, set up a layer mask for the kid and then do some layer adjustments to just him as well.
